Financial Resilience Institute works to improve financial resilience and financial well-being for all Canadians, and in particular those who are more financially vulnerable or underserved. We bring evidence-based research and analytics to support more targeted support and develop solutions for those most in need, including Canadians living with low incomes.

Since 2021, we’ve been providing Canada’s ecosystem and financial empowerment sector with deep-dive trended reports on the financial vulnerability and challenges of low-income Canadians specifically. These reports help shine a light on the need for continued support at the federal and provincial level and for the financial empowerment sector specifically.

Deep Dive Reports on Canadians with Low Incomes

Financial vulnerability and access-to-financial help challenges for Canadians living with Low Incomes – July 2025

Our latest report provides updated data on financial vulnerability, financial inclusion and access-to-financial help challenges that Canadians living with low incomes are facing. Data is based on the February 2025 Financial Well-Being Study and the Institute’s Seymour Financial Resilience Index® being levered as a community asset for good. Drawing from a robust sample of 6179 adult Canadians including 1160 low-income Canadians aged 18 to 70 years old, the report builds on analytics in the 2021, 2022, and 2023 reports.

Low-Income Canadians are defined as adult Canadians living in households with incomes under $25,000 and households of more than one individual with household incomes under $50,000 i.e. excluding single person households with a household income between $25,000 and $50,000.

These reports complement other reports published by our non-profit organization as we work to help tackle the problem of financial vulnerability. In this way, our hope is that more people and communities can prosper and thrive.
